1. What this connector is
TOP Tender Operating Platform monitors Croatian public procurement and works out which tenders are worth your time. TOP Connect makes that same information available inside an AI assistant, so you can ask about your tender pipeline and about the public procurement record in ordinary conversation instead of switching to the web application.
It is intended for companies that bid on Croatian public tenders — sales, bid and business development teams who already track procurement and want faster answers while deciding what to bid on.
The connector only reads. Nothing in it submits a bid, changes a record, sends anything on your behalf, or takes any other action. It answers questions; you make the decisions.
2. Before you connect
You need an active TOP account with:
- an active user seat on your company's subscription;
- a plan that includes TOP Connect — it is included in the Workspace plan, and can be added to Monitor or Intelligence as an add-on;
- the MCP access permission on your user, which an administrator of your company grants in TOP under Settings.
Without a plan that includes TOP Connect, the connection itself will still succeed but every request will be refused. If the assistant tells you the tools are unavailable, this is almost always the reason — check the plan and the permission before anything else.
Analytics over the public procurement record additionally requires a plan that includes analytics — Intelligence and Workspace do. On a Monitor plan the tender tools work and the analytics tools refuse with a message saying so.
3. The server address
If your assistant asks you to enter the server address manually, this is the exact value:

The /mcp path is part of the address and must be
included. An address without it will not be recognised and the
connection will fail.
There is nothing else to paste. You do not need an API key, a client identifier, a client secret, or a token — the connector identifies itself and you sign in with your normal TOP account.
4. Connecting in Claude
- Open Settings in Claude and go to Connectors.
- Find Tender-Op in the connector directory and choose Connect. If it is not listed, choose Add custom connector and enter the server address from section 3.
- Claude opens the TOP sign-in page. Sign in with your usual TOP email and password.
- Review the consent screen and approve the access you want. It is explained in section 6.
- You are returned to the conversation and can start asking questions.
The connector works in claude.ai, the Claude desktop application and Claude mobile.
5. Connecting in ChatGPT
- Open Settings in ChatGPT and go to Connectors (in some plans this sits under Apps & Connectors).
- Find Tender-Op in the directory and choose Connect, or add it manually with the server address from section 3.
- Sign in with your usual TOP email and password.
- Approve the access on the consent screen.
- Return to the conversation and ask your question.
Connector availability differs between ChatGPT plans and is controlled by OpenAI. If you do not see a Connectors section, your plan does not currently offer it.
6. What you are approving
The consent screen asks for two separate permissions. You can approve both, or only the first.
- Read relevant tenders — lets the assistant see the procurement opportunities TOP has already matched to your company's profile, together with their deadlines, lots, award criteria and published documents.
- Read public procurement analytics — lets the assistant answer questions about the published Croatian public procurement record: suppliers, contracting authorities, individual procurements, the bids recorded on them and the resulting contracts.
Approving only the first is a valid choice, and the analytics questions will then be refused. That is the connector working correctly, not a fault.
Access is per person. You sign in as yourself, and the connector returns only what your own account, your company's subscription and your permissions allow. Tenders matched to your company are private to your company; the analytics draw on procurement data the state publishes.
7. What you can ask
Your own pipeline:
"Which new tenders are relevant for us this month?" · "Show me the details of that tender — the deadlines, the lots and the award criteria."
The public record:
"Who are our main competitors in this category?" · "What has this contracting authority been buying over the last two years, and from whom?" · "Tell me about the supplier with OIB 12345678901 — how much have they bid for and how much have they won?" · "Who bid on procurement 46779 and what did the contract come to?"
You can start from a company name or an OIB and follow it through to individual procurements and contracts. Questions can be asked in Croatian or in English.
Answers are drawn from published sources and from your own TOP data, and are provided for information. They are not legal or procurement advice, and they should be checked before they inform a bid decision. Links to tender documents open in the TOP web application and need a signed-in session.
8. What the connector does with your data
- It answers by reading TOP's own database. The one exception is that two of the twelve functions may make a single bounded request to the Croatian public procurement portal (eojn.hr) while answering — to fetch a procurement record TOP does not yet hold, or to refresh a contract's details when the stored copy has aged. Those requests carry only the public procurement or contract identifier, never your identity or account data, and eojn.hr is the only external host the connector may contact. If the request fails, the stored record is returned instead.
- It does not read your conversations, your files, your chat history or your assistant's memory. It receives only the question's parameters — for example an OIB, a date range or a CPV code.
- Asking a question through an assistant necessarily sends the answer to that assistant's provider, Anthropic or OpenAI, which processes it under its own terms. No other third party receives it.
- Access records are kept for security and audit using pseudonymous identifiers rather than names or email addresses.

9. Disconnecting
You can disconnect at either end, and both take effect immediately:
- in Claude or ChatGPT, remove the connector in the same Connectors screen you added it from;
- in TOP, open Settings and revoke the connection there. An administrator of your company can also revoke a connection for any user.
Revoking invalidates the connector's tokens, so the assistant loses access straight away and has to go through sign-in and consent again to reconnect. Removing a user's seat or their MCP permission, or a subscription lapsing, has the same effect.
