1. What this connector is
TOP Tender Operating Platform monitors Croatian public procurement and works out which tenders are worth your time. TOP Connect makes that same information available inside an AI assistant, so you can ask about your tender pipeline and about the public procurement record in ordinary conversation instead of switching to the web application.
It is intended for companies that bid on Croatian public tenders — sales, bid and business development teams who already track procurement and want faster answers while deciding what to bid on.
The connector only reads. Nothing in it submits a bid, changes a record, sends anything on your behalf, or takes any other action. It answers questions; you make the decisions.
2. Before you connect
You need an active TOP account with:
- an active user seat on your company's subscription;
- a plan that includes TOP Connect — it is included in the Workspace plan, and can be added to Monitor or Intelligence as an add-on;
- the MCP access permission on your user, which an administrator of your company grants in TOP under Settings.
TOP checks your active seat, your MCP access permission and your company's TOP Connect entitlement before allowing you to authorise a connection. If approval is unavailable, ask your TOP administrator to check these requirements.
Analytics over the public procurement record additionally requires a plan that includes analytics — Intelligence and Workspace do. On a Monitor plan the tender tools work and the analytics tools refuse with a message saying so.
3. The server address
The official directory listings handle setup for you: you do not need to copy a server address. For an administrator configuring a custom MCP connection, where the assistant and workspace allow it, the production address is:

The /mcp path is part of the address and must be
included. An address without it will not be recognised and the
connection will fail.
TOP uses OAuth sign-in. You do not need to paste an API key, client secret or access token. Use the official listings below for the normal connection flow.
4. Connecting in Claude
- Open the TOP listing in Claude. You can also browse Customize → Connectors, open the directory with the + button and search for TOP.
- Select TOP, review its details and choose Connect or Install, as shown.
- When TOP asks you to sign in, use the TOP account that has access to your company's subscription.
- Review the TOP consent screen and choose Allow access to approve the request. See section 6 for what the permissions mean.
- Start a conversation. In the + menu, open Connectors and check that TOP is enabled for that conversation, then ask your question.
On Claude Team or Enterprise, your organisation may need to enable TOP first. Once connected on the web or desktop, it is also available when you sign in to Claude on mobile.
5. Connecting in ChatGPT
- Open the TOP Tender Operating Platform listing in ChatGPT. You can also open the Plugins directory and search for TOP Tender Operating Platform. Some interfaces still label this area Apps.
- Open TOP Tender Operating Platform. Choose Install or Install plugin if shown, then follow the Connect prompts.
- When prompted, sign in with your TOP account.
- Review the TOP permissions and choose Allow access.
- Start a new chat. Type @ and select TOP Tender Operating Platform, or choose it from the + menu, then ask your question.
Availability depends on your ChatGPT plan, region, workspace and interface. If TOP is missing or disabled, check your workspace's app permissions with its administrator. A missing menu alone does not mean that you need a different plan.
6. What you are approving
The TOP consent screen describes the permissions requested by the assistant and indicates which your subscription can use. The request can include:
- Read relevant tenders — lets the assistant see the procurement opportunities TOP has already matched to your company's profile, together with their deadlines, lots, award criteria and published documents.
- Read public procurement analytics — lets the assistant answer questions about the published Croatian public procurement record: suppliers, contracting authorities, individual procurements, the bids recorded on them and the resulting contracts.
Choose Allow access to approve the connection request, or Deny to leave it unconnected. The current TOP screen approves or denies the request as a whole. Analytics marked as unavailable in your plan remain unavailable after approval; connecting does not upgrade your subscription.
Access is per person. You sign in as yourself, and the connector returns only what your own account, your company's subscription and your permissions allow. Tenders matched to your company are private to your company; the analytics draw on procurement data the state publishes.
7. What you can ask
Your own pipeline:
"Which new tenders are relevant for us this month?" · "Show me the details of that tender — the deadlines, the lots and the award criteria."
The public record:
"Who are our main competitors in this category?" · "What has this contracting authority been buying over the last two years, and from whom?" · "Tell me about the supplier with OIB 12345678901 — how much have they bid for and how much have they won?" · "Who bid on procurement 46779 and what did the contract come to?"
You can start from a company name or an OIB and follow it through to individual procurements and contracts. Questions can be asked in Croatian or in English.
Answers are drawn from published sources and from your own TOP data, and are provided for information. They are not legal or procurement advice, and they should be checked before they inform a bid decision. Links to tender documents open in the TOP web application and need a signed-in session.
8. What the connector does with your data
- It answers by reading TOP's own database. The one exception is that two of the twelve functions may make a single bounded request to the Croatian public procurement portal (eojn.hr) while answering — to fetch a procurement record TOP does not yet hold, or to refresh a contract's details when the stored copy has aged. Those requests carry only the public procurement or contract identifier, never your identity or account data, and eojn.hr is the only external host the connector may contact. If the request fails, the stored record is returned instead.
- It does not read your conversations, your files, your chat history or your assistant's memory. It receives only the question's parameters — for example an OIB, a date range or a CPV code.
- Asking a question through an assistant necessarily sends the answer to that assistant's provider, Anthropic or OpenAI, which processes it under its own terms. No other third party receives it.
- Access records are kept for security and audit using pseudonymous identifiers rather than names or email addresses.

9. Disconnecting
You can disconnect TOP in the assistant or revoke its authorisation directly in TOP:
- in Claude, open Customize → Connectors, select TOP and disconnect it;
- in ChatGPT, open Settings → Plugins (or Apps), select TOP Tender Operating Platform and disconnect the connected TOP account;
- in TOP, open Settings → TOP Connect, find the assistant in your connections, choose Disconnect and confirm. This revokes the stored TOP authorisation and invalidates its tokens immediately. An authorised company administrator can also revoke a user's connections.
Revoking invalidates the connector's tokens, so the assistant loses access straight away and has to go through sign-in and consent again to reconnect. Removing a user's seat or their MCP permission, or a subscription lapsing, has the same effect.
